Meeting - Van Dorn Park Shelter House on March 22, 2007
Review of De Minimis Finding
The City of Lincoln Public Works and Utilities Department is hosting
a public meeting on March 22, 5:30-7 PM, at the shelter house in Van
Dorn Park. The meeting is to afford the public the opportunity to
review the De Minimis Finding prepared to address potential
impacts of the 9th, 10th, and Van Dorn Street
Safety Project to Van Dorn Park and area trail systems. Public
input will be considered and addressed in environmental
documentation to be approved by FHWA prior to the start of
construction of the Safety Project.
Recent guidance issued by the Federal Highway Administration (FHWA)
allows De Minimis determinations for minor impacts to parks,
recreation areas, wildlife refuges, and significant historic
properties afforded protection under Section 4(f) of the U.S.
Department of Transportation Act of 1966. An agreement has been
reached between the Public Works and Utilities Department and the
Parks and Recreation Department to replace the trees removed from
the median area with trees planted in the main portion of Van Dorn
Park. The Parks and Recreation Department has concurred that the
impacts to Van Dorn Park are minimal. In addition to tree
replacement, the Safety Project also involves improved public access
to Van Dorn Park through a new trail component north of the Park.

Project Overview
The City of Lincoln, with support from the Nebraska Department
of Roads, is modifying the intersections of 9th/Van Dorn Street
and 10th/Van Dorn Street to address ongoing safety concerns.
This project has been budgeted in the current One and Six Years
Streets and Highways Plan for the City of Lincoln.
The project will re-configure the intersections to accommodate
the high volume semi-trailer and passenger traffic in the area.
The project will include realigned dual left-turn lanes to
replace the existing northbound single left-turn lane at
10th/Van Dorn Street. Existing traffic signals will be renovated
to meet new intersection configuration, ITS applications
will be installed to optimize operations and safety, and
sidewalks and crossings will be addressed.
The City of Lincoln is working with HDR, a local consulting
engineering design firm, to complete roadway and traffic plans
for construction. As part of this process, the surrounding
residents, business owners and general public will be invited to
a public meeting to provide feedback on the project. A
